Why does solid baking soda not change the colour of dry litmus paper?

The solid baking soda does not change the colour of dry litmus paper because in solid states ions are not free to move.

The solution of baking soda in water leads to change in the colour of dry litmus paper because in water baking soda dissociate into ions and ions leads to change in the colour of litmus paper.
