Why does a male have reproductive parts, however they don't reproduce?

Male have reproductive parts as they take part in reproduction. Although male does not have a uterus and so they cannot conceive but male reproductive organs have male gonads that produce male reproductive gametes, sperms.

Sperms fuse with female gametes to form the zygote. This zygote undergoes repetitive cell division to form an embryo.
Thus, male possess reproductive parts to take part in reproduction.
