C.$4:13$ and $5:14$

$4\times14 = 56$

$13\times5 = 65$

Therefore, $4:13$ and $5:14$ are not in proportion.

D. $2:5$ and $8:11$

$2\times11 = 22$

$5\times8 = 40$

Therefore, $2:5$ and $8:11$are not in proportion.
