Solution :
We know that,
If a,b,c,d are in proportion then,
$\frac{a}{b} = \frac{c}{d} i.e., ad = bc$
A. $3:11$ and $7:15$
$3\times15 = 45$
$11\times7 = 77$
Therefore, $3:11$ and $7:15$ are not in proportion.
B. $3:9$ and $8:24$
$3\times24 = 72$
$3\times8 =72$
Therefore, $3:9$ and $8:24$ are in proportion.
C.$4:13$ and $5:14$
$4\times14 = 56$
$13\times5 = 65$
Therefore, $4:13$ and $5:14$ are not in proportion.
D. $2:5$ and $8:11$
$2\times11 = 22$
$5\times8 = 40$
Therefore, $2:5$ and $8:11$are not in proportion.
Option B is the correct answer.
