Where do you think rusting takes place the most, Delhi or Mumbai and why?

Rusting is an oxidation reaction. The iron reacts with water and oxygen to form hydrated iron(III) oxide, which we see as rust. 

Since Mumbai is has a maritime type of Climate so Rusting takes place the most in Mumbai than Delhi due to the presence of moisture in the air.
