When it comes to the litmus paper the colour remains the same in neutral solution. If we take the blue litmus then it'll show a red colour in acidic solution and blue colour in basic solution, blue colour will remain in nuteral too. So then how can we identify that solution?
We can use methyl orange solution as an indicator to identify neutral solutions. It is yellow in neutral solutions and orange in acidic solutions.
