Solution :
Let the cost of the fountain pen be $Rs.\ x$ and the cost of the ball pen be $Rs.\ y$.
According to the question,
The cost of the ball pen $y= \frac{x}{2}-5$
$\Rightarrow y+5=\frac{x}{2}$
$\Rightarrow 2(y+5)=2(\frac{x}{2})$
$\Rightarrow 2y+10=x$
$\Rightarrow x-2y-10=0$
Therefore, the given statement as a linear equation in two variables is $x-2y-10=0$.
