Solution:

1. Draw a number line, and mark $0$ and $1$ on the number line.

2. Divide the the number line from $0$ to $1$ by $9$ equally.

3. Mark $\frac{0}{9},\ \frac{1}{9},\ \frac{2}{9},\ \frac{3}{9},\ \frac{4}{9},\ \frac{5}{9},\ \frac{6}{9},\ \frac{7}{9},\ \frac{8}{9},\ \frac{9}{9}$.

4. Represent $\frac{0}{9}$ and $\frac{2}{9}$ with the help of arrows on the number line.
