If there is a shortage of water then why don't scientists mix hydrogen and oxygen to make water?
Simple mixing of both hydrogen and oxygen molecules won't yield water. It requires a huge input of energy to activate the reaction. This energy should be in the form of heat.
Hydrogen is a flammable gas, and oxygen is a supporter of combustion (supports burning). Hence, bringing both of them together under high heat energy would cause a large-scale explosion, rather than producing water.
