                                     $= \frac{275 \times 89+45}{89}$

                                     $= \frac{24475+45}{89}$

                                    $= \frac{24520}{89}$

Therefore, the value of the given expression is $\frac{24520}{89}$.

$2\times 149+45\div 89-23=2\times 149+\frac{45}{89} -23=298-23+\frac{45}{89} =275+\frac{45}{89} =\frac{275\times 89+45}{89} =\frac{24475+45}{89} =\frac{24520}{89}$
