The area horse can graze $=$ Area formed by the string as the radius.
This implies,
Radius of the circle $=$ Length of the string $=28\ m$.
We know that,
Area of a circle of radius $r=\pi r^2$
Therefore,
Area of the circle $=\frac{22}{7} \times(28)^{2} \mathrm{m}^{2}$
$=22 \times 4 \times 28 \mathrm{~m}^{2}$
$=2464 \mathrm{~m}^{2}$
The area the horse can graze is $2464\ m^2$.
