This implies,

Adding $+8$ on both sides, we get,
$(-8)+x+8=0+8$
$x+8-8=8$
$x=8$

This implies,
$13+x=0$
Adding $-13$ on both sides, we get,
$13+x+(-13)=0+(-13)$
$x+13-13=-13$
