A body can be at rest in one frame but the same body will be in motion in another frame.
Suppose you are traveling in a car with a friend. Your friend is at rest in your observation frame, but the same person is moving with respect to a person standing on the ground. So your friend is at rest or in motion depending on the frame of reference.
